wget https://mirror.netcologne.de/archlinux/core/os/x86_64/icu-59.1-2-x86_64.pkg.tar.xz
sudo tar -C / -Jxvf  icu-59.1-2-x86_64.pkg.tar.xz usr
and done


 when they fix it in the packages, great
 you can have both libraries and let ld.so do its magic
For some reason arch never has multiple libraries for this kind of problem
 don't remove either version of icu
