[artix-general] perf needing rebuild to become python 3.12

Hello !

With the upgrade to python 3.12.3, most packages from artix repos I use were migrated to python 3.12.  "perf" is one that didn't get rebuilt to migrate.

I just installed the arch/extra version as a WA...
