Sorry for the late response, extremely busy here.
Starting the service in debug mode shows which part of the netcfg script is run. Since netcfg with wpa_supp-2.8 causes delay, I suppose you could just see with your own eyes the exact part that causes the delay. With 2.6, service start is instantaneous and you'll only see debug text fly along the screen; with 2.8 however, the output will stop for some time at the problematic part and you can make a note of it (or press <Enter> a few times to make space and find it easily at the terminal's scrollback buffer).
